As the Senate President of the 8th Senate of the Federal Republic of Nigeria, and the Senator representing Kwara Central, I am proud to lead by example as the first Senator in Nigeria to post weekly activities on the Upper Legislative Chambers. I do this because:

  • I believe that all Nigerians deserve to observe, understand, and give inputs into the activities of our representatives in government;
  • I believe accountability and transparency are essential to government, and;
  • I also strongly believe in two-way communication channels where I can get direct unfiltered feedback from the people of my constituency, and Nigerians as a whole.

    Saraki: Senate Will Investigate IDPs Hunger/Nutrition Crisis President of the Senate, Dr. Abubakar Bukola Saraki, on Saturday stated that the Senate will investigate the severe hunger and nutrition crisis in the IDP camps in the North East. Last Thursday, hundreds of women from camps in Borno State took to peaceful protest and barricaded the Maiduguri-Kano/Jos Road. While reacting to the protest, Saraki described the development as desperate and reiterated his calls for better coordination amongst government and international aid agencies. He again emphasised the need for Nigeria to quickly operationalise a more effective and efficient humanitarian response infrastructure to address the dire situation. “It is important that we all focus on eliminating the coordination, access and food supply issues hindering us from successfully feeding the millions of IDPs. This is particularly important for the many children who are dying daily from starvation. It should break every Nigerians heart to know that our own women and children are enduring such horrendous hardships", he stated. The Senate President further called on the Police, the Economic and Financial Crimes Commission (EFCC) and other law enforcement agencies to quickly move to investigate the diversion of food aid deliveries, stressing that government officials and contractors should be held to account for how truckloads of provisions intended for the IDP camps mysteriously went missing. “Anyone that is found to be diverting the food aid deliveries should be investigated and brought to book if investigations prove their participation in these vicious schemes. Profiting from a complex humanitarian crisis is unacceptable. The people of the North East have suffered enough indignities in the past four years from the marauding Boko Haram terrorists. Stealing food meant for starving children is beyond the pale and only adds insult to injury", Saraki stated. Saraki had recently called for an International Summit on the North East - similar to the one held in London for Syria which raised about $10 million. He also plans to offer a motion on the situation in the North East when the Senate reconvenes from recess next month. The motion specifically calls for the establishment of a Senate Ad-Hoc Committee on the North East. Additionally, the motion will call for the conduct of a public hearing for the purpose of the Senate to use its oversight powers to review Nigeria's humanitarian policies, better understand the current humanitarian coordination infrastructure and hear testimony from witnesses representing the government, humanitarian experts and the IDPs themselves. "The situation in the North East has been underreported and under resourced for far too many years. In terms of scale and complexity, the situation in the North East is more dire than South Sudan. Yet, apparently the crisis appears not to be sexy or star-studded enough to attract greater international attention and support", he stated.     Sahara Reporters's Story is a Mere Fairy Tale, Says Saraki Senate President, Dr Abubakar Bukola Saraki has described the story by an online medium, Sahara Reporters insisting that the money stolen during an Abuja robbery incident in which some soldiers and Department of State Security (DSS) officials were arrested belong to him as another fairy tale and outright falsehood, which are the hallmarks of the medium. He said the money does not belong to him. In a statement by his Special Adviser (Media and Publicity), Yusuph Olaniyonu, Saraki reiterated his earlier statement that he knew nothing about the money and that the security agencies have on their own confirmed that the money belong to the operator of an Abuja based bureau de change. "Also, the Bureau de Change operator has admitted to investigators that the money belongs to him. However, Sahara Reporters owned by one Omoyele Sowore, having realised that it goofed has been holding on to straw and piecing together inaccurate information, outright falsehood and manipulation of situations to create a story that will support their false position. "It is unfortunate that the online medium and its sponsors are exploiting the loopholes in the law to malign the character of people, make false and exaggerated claims and even disrupt criminal investigations with the belief that they cannot be made to account for their illegal activities because they operate outside the country. "If the medium has access to people who are fugitive from the law on allegations of robbery, should they not help the investigators by reporting to the relevant security agencies? At this point, the security agencies are advised to look at the claims made by this online medium and take appropriate step. This is another irresponsible story from the stable of an organisation that has little regards for ethics and morals of the noble profession of journalism. "The Senate President will want Nigerians to recall that he had earlier sent a letter dated March 17, 2016 to the Director General of the DSS and followed up with a reminder calling on him to investigate the robbery case and let members of the public know the outcome so as to establish that he has nothing to do with the stolen funds. By now, one would have expected the SSS to have concluded their investigation and make public the outcome. "Also, the medium claimed that Dr. Saraki live in an official quarters, a claim that is far from the truth. The Senate President lives in his private residence in Maitama, Abuja. Members of the public can recall that Saraki and Speaker Yakubu Dogara saved the nation N8bn which they directed should be removed from the allocation in the 2016 budget by the Federal Capital Territory Administration for the construction of their official residences. The two men said they will continue to live in their private residence as they cannot approve more than N1bn each for the construction of official residence which had a vote of N10 billion originally allocated to it. "Once again, we made bold to say that Dr. Saraki has nothing to do with the money stolen from a Bureau de Change operator in a robbery incident involving some soldiers and DSS agents. When the incident of theft in his Ilorin office occurred, we quickly made a statement stating the facts. "It should be clear to members of the public that Sahara Reports clearly take delight in publishing falsehood and running down decent people in the society. On several occasions it has published false reports concerning the Senate President's case at the CCT and each time it is proved that it's reports are false, the medium will move on as if nothing has happened. Many top public officers have been victims of the blackmail game by this organisation. "It is only in a country like ours that online media which disseminate information for public consumption will be acting without laws and regulation to guide their activities. The importance of the role of the online media in today's Nigeria places a social responsibility on them to be self regulated and act in line with global best practices. It is believed that in a society that is asking for change, the change should not be restricted to people in public offices, it should also extend to operators of private institutions that serve public purposes like the online media", the statement noted.     SARAKI SENDS TECHNICAL TEAM TO REVIEW HUMANITARIAN SITUATION IN THE NORTH EAST As part of the activities to mark the 2016 World Humanitarian Day, the Senate President, Dr. Abubakar Bukola Saraki, sent a technical team to Maiduguri, Borno State, to conduct interviews with domestic and international stakeholders working in the IDP camps in the greater Maiduguri area. The purpose of the visit was to collect information about the emergency relief, recovery and rehabilitation efforts in Borno State. Saraki's team were directed to review the coordination between the government of Nigeria and NGO/INGOS, the capacity of service delivery programs and receive feedback from the IDP's themselves. At the camps, the team interacted with groups of committed officials and volunteers of NEMA and SEMA, who stated that the government was doing all that it possibly could to aid and secure the IDPs. However, the complexity and scale of the emergency is far beyond the government's capacity and that Nigeria simply cannot do it by themselves. Speaking on the purpose of the visit, the Senate President stated that it was important to send a team to assess the humanitarian situation on ground in the North East, following reports from aid agencies that greater international attention and a more robust response is needed to alleviate the plight of the over 9 million Nigerians who are in need of relief in the Lake Chad Basin area. “We cannot afford to take for granted the sacrifice and support of both our domestic and international partners in the North East,” Saraki stated, “This is why we must all sit down as quickly as possible to plan the transition from crisis, to relief and beyond. We must expedite the processes that are needed to bring about the recovery and rehabilitation of the entire region” The Senate President’s delegation also represented Saraki at the North East Humanitarian Summit, hosted by UN OCHA and the Network of Civil Society Organisations, Borno State (NECSOB), where 150 IDP Ambassadors - 25 people chosen from 6 different camps - were inaugurated as representatives of the IDPs in Borno State. The responsibility of the IDP Ambassadors is to relay the concerns about protection, community input and empowerment of IDPs directly to government and international partners. Several IDPs who spoke at the North East Humanitarian Summit raised awareness about nutrition and food aid delivery issues. In a related development, the Senate President has called for an International Summit on the North East - similar to the one held in London for Syria which raised about $10 million. He also mentioned that at the resumption of the Senate in September, there would be a motion to create a Senate Ad-Hoc Committee to conduct a Public Hearing on the humanitarian response in the North East. This public hearing would be aimed at reviewing the recommendations of domestic and international partners in order to develop a sustainable framework for Nigeria’s emergency and humanitarian crisis management for the North East and future complex emergencies.

    Justice Omo-Agege Was A Reputable Jurist, Says Saraki Senate President, Dr. Abubakar Bukola Saraki, on Sunday expressed sadness over the demise of a former Chief Judge of Delta State, Justice James Omo-Agege and described him as a reputable jurist whose seminal judgements would continue to serve as precedents in the legal profession. Saraki in a statement by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, in Abuja, said the late Chief Judge, who is the father of the Senator representing Delta Central, Senator Ovie Omo-Agege, departed at a time his services were most needed.     World Humanitarian Day: A Time to Reflect on Moral Consciousness Today, in line with the resolution of the United Nations General Assembly at its 63rd session held in December 2008, we join the rest of the world to appreciate our unarmed humanitarian workers who more often than others are exposed to extreme dangers in difficult circumstances. It is our respect and gratitude for their contributions that has led the international communicate toto designate August 19 as World Humanitarian Day. As we continue to urge for more support and appreciate people who put their sweat and blood on the line for the whole of humanity, I enjoin Nigerians to continue to sustain and uphold the qualities of compassion and selflessness to the less fortunate people. I believe that it is fitting to take the time for prayer and reflection to remember the victims of conflict and other complex humanitarian crisis, and the brave men and women around the world who selflessly and unflinchingly come to their aid. This year’s World Humanitarian Day theme is “One Humanity”, this theme manifests my favourite definition of humanitarianism, which is “the ethical doctrine that humanity’s obligations are concerned wholly with the welfare of the human race.” For the past year, I have closely monitored the severe humanitarian crisis in North-East Nigeria. My visits to Borno State have made me keenly aware of the tremendous challenge the situation poses to our domestic and international response capabilities. The coordination and material challenges of this area are unprecedented in our country’s history, therefore, the crisis demands an unprecedented intervention from Nigeria and the international community. For the sake of the thousands of families that have had their lives uprooted by the terrorist actions of Boko Haram, I offer the following recommendations which are intended to begin the relief, recovery and rehabilitation of the North East region. First, I call for a North East Nigeria International Donors Conference, which will review the interventions thus far, identify the coordination and service-delivery gaps, and renew the calls for donors to honour their pledges. Secondly, the Senate will conduct a Public Hearing on North East Nigeria for all stakeholders in the humanitarian community, with the goal of developing a sustainable framework for the situation there and future complex emergencies. Upon the resumption of the 8th Senate in September, we have prioritised the passage of the North East Development Commission (NEDC) Bill. This legislation is intended to be the primary rehabilitation and development program for the affected areas. With the NEDC and the ongoing oversight and advocacy effort of the Senate, and the National Assembly as a whole, we are working as hard as we can to provide protection and relief for the North East. On World Humanitarian Day, we want the internally displaced people (IDPs) of North East Nigeria; the brave domestic (SEMA and NEMA) and international aid agencies; and the security services to know that we are all one Nigeria, and we must stand together during these challenging times.

    IBB Remains One of the Issues in Nigeria Politics Senate President, Dr. Abubakar Bukola Saraki on Wednesday described former Military President, General Ibrahim Badamasi Babangida, as one of the issues that continue to define the Nigerian polity, even at the age of 75 and 23 years after he left office.     Saraki Mourns Balogun Fulani of Ilorin Senate President, Dr. Abubakar Bukola Saraki on Tuesday expressed deep sadness over the passage of the Balogun Fulani of Ilorin, Alhaji Mahmud Durosinlohun Atiku at the age of 76. In a statement by his Special Adviser, Media and Publicity, Yusuph Olaniyonu, in Abuja, Saraki described the death of the elder statesman as a personal loss to him and a colossal loss to the Ilorin Emirate, the Government and people of Kwara State and the entire country. He stated that the contributions of the deceased to the development of Ilorin during his 15-year reign as Balogun in particular, and Kwara state in general cannot be quantified. Saraki stated: "Alhaji Mahmud Durosinlohun Atiku was a friend and father to me. He was a complete gentleman. Nigeria equally shares such visions to completely eradicate poverty by 2030 and in making that a reality, on June 8, 2016, I inaugurated a Senate committee on the establishment of a Poverty Eradication Scheme Commission to track progress on the ‘poverty front’ and serve as a data bank on all poverty-related issues in line with Nigeria’s commitment to meeting the United Nation’s Sustainable Development Goal to ‘’End poverty in all its forms everywhere’’ 4. Also, on the 3rd of August, 2015, I visited the Internally Displaced Persons (IDPs) Camp in Borno State alongside some of my colleagues in the Senate to evaluate and assess the living condition of the IDPs with the hope of passing quick resolutions to focus more attention on their plight and the State’s governments efforts in addressing the challenges they face on daily basis 5. Just like i have reiterated several times, the role of the Youth of Nigeria in contributing to the many socio-political and economic challenges faced by the country cannot be over emphasized, with the YOU as the Stakeholders and WE as the Investors, it is my utmost satisfaction to see you all succeed locally and achieve new grounds on foreign soils where we have previously contributed and achieved greatness. 6. As the world celebrates our talents with us, I must also commend the Nigeria Delegation to the 2016 Olympics in Rio de Janeiro, Brazil, which also coincides with the 2016 International Youth Day. Chierika Ukogu made history and made us proud on Tuesday after qualifying for the semifinals of rowing event. In a statement by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, in Abuja, Saraki said it has become necessary for the nation's intelligence outfits to take such rumours seriously with the aim of curtailing the untoward development. “Seeing that ISIS has been recruiting members from European refugee camps, and the Kenyan government recently had to shut down the world’s largest refugee camp because Al-Shaabab was using the place to train and recruit young people as extremists, it is important that we take the rumours about Boko Haram recruiting from IDP camps seriously,” he said. The Senate President further reiterated his call for a more holistic investigation of alleged diversion of materials meant for the IDPs last week. He commended the Economic and Financial Crimes Commission (EFCC), for investigating and arresting a contractor who allegedly diverted 60 trucks of grains that were allocated to IDPs in Borno State by the Federal Government. He said that in order to secure aid and funding from international partners, there was a need for a better coordinated response by the Federal Government to the situation in the North East. “What is clear right now is that we cannot do this alone,” he added, “This is why we need to ensure that we put everything that we can in place to ensure that the international community is involved at maximum capacity.” On the arrest of the contractor, the Senate President denounced the actions of individuals who were attempting to enrich themselves off the plight of the IDPs, stating that it was unconscionable for anyone to attempt to defraud millions of displaced Nigerians in the North East that are on the verge of becoming malnourished. “I have been to the zone twice in the past 14 months and I have experienced firsthand that the IDPs need as much food and health supplies as they can get. It is utterly immoral for someone to withhold food - in an attempt to enrich himself - while women and children are starving", Saraki said. In a Statement by his Special Adviser (Media and Publicity), Yusuph Olaniyonu, the Senate President also called on the Security agencies and the Attorney General of the Federation, Mr. Abubakar Malami to investigate the allegations that some aid deliverables meant for the internally displaced persons are being diverted by officials in charge of distributing to the people. The Senate President applauded UNICEF for not turning its back on the troubled zone, which has witnessed increased cases of malnutrition - primarily amongst women and children - since the Boko Haram insurgency in the region led to suspension of agricultural activities, destroyed markets, and hindered access to clean water. “UNICEF’s decision to press on in the North East despite Thursday’s attack is truly commendable. On our part, the Nigerian government must back the resolve of our international partners with greater coordination platforms in terms of security for aid workers and thorough mandate mapping exercises to ensure that we are meeting the needs of those in crisis areas", he said. Saraki further reiterated his call for an immediate review of the security situation in the North East by the relevant authorities, and urged domestic and international partners to step up humanitarian intervention projects in the region to save more lives. “It is a difficult situation, whichever way we look at it,” he said, “however, its situations like these that should prompt aid agencies on the ground to scale up their activities and coordination in order to save thousands of lives.” With recent reports of aid relief deliverables being diverted by some officials in charge of ensuring the distribution of materials to the IDPs, Saraki urged the Security agencies to immediately set up a team of crack detectives to investigate the allegations while the Attorney General should ensure the prosecution of individuals found culpable in the misappropriation of relief items. "Such reports are totally unacceptable. The IGP must immediately take action and bring all those that have carted away relief materials meant for the people of the North East to book." Late last week, unidentified assailants attacked a humanitarian convoy that was on its way to Maiduguri, the Borno State capital from Bama. The convoy included staff from UNICEF, the United Nations Population Fund (UNFPA), and the International Organisation for Migration (IOM). Following this attack, UNICEF announced that it would be temporarily suspending “humanitarian assistance missions pending review of the security situation” in the North East. In recent months, the organisation has repeatedly issued warnings that of the 244,000 children suffering from acute malnutrition in Borno State alone, one in five would die if they do not receive the appropriate treatment. Last month, Saraki led a delegation to IDP camps in Maiduguri, Borno State where he pledged that the Senate would work on expediting the passage of the North East Development Commission (NEDC) Bill as well as look into the issue of malnutrition and shortage of medical supplies in the North East. The NEDC Bill aims to create a multi-state platform for the coordination of relief and donations to the zone.

    Today, i had the pleasure of receiving in audience the Association of Club Owners of Nigeria (ACON). If this meeting was held three years ago, as owner of Abubakar Bukola Saraki FC, one of the few private owned football clubs, I would have been a part of the delegation to the office of the Senate President. I used the opportunity to commend effort of Club owners in making our domestic league, comparable to international leagues which even though is work in progress, it is encouraging many Nigerians to return to stadiums all over the country to watch matches even in Maiduguri; a feat that we could only imagine some years back. There's no denying the fact that football is a unifying factor for many Nigerians, however, we are yet to fully explore the economic potentials across the country which we must start now as we look to diversify the economy. As we lead by example, i urge other arms of government to welcome and partner with private organizations interested in using sports as a platform to provide socio-economic liberation for players and communities. The Senate is committed to developing legislation to provide an enabling environment for domestic investors to be able to invest in sports across the country. We can't talk of football without recognizing our women. Falcons are the current African Champions. And can win more titles with right support. I urge the association to do everything possible to uplift the standard of football in Nigeria and maintain such standard for other sports investors to emulate.

    Saraki Calls for Calm as UN Humanitarian Convoy is Attacked - Seeks a Review of Security Situation in the North East - Calls on UN to resume activities Senate President, Dr. Abubakar Bukola Saraki, on Friday called for calm as the United Nation’s announced that it would be suspending aid deliveries in Nigeria after a United Nation’s Children’s Fund (UNICEF) humanitarian convoy was attacked while travelling from Bama to Maiduguri in Borno State. Saraki in a statement by his Media Office, condemned the attack in the strongest possible terms, stating that it was unacceptable to endanger the lives of aid workers, who were only trying to assuage the situation in the North East. “This unfortunate situation has led to the United Nation’s temporarily suspending its rehabilitation-related aid deliveries to parts of the North East,” the Senate President said, while adding that “this is a major cause for concern as overtime, the Nigerian military has recorded significant successes in routing the insurgency and many foreign donor agencies have expressed their preparedness to join in the North East restoration efforts.” Saraki further called for an immediate review of the security situation in the North East by the relevant authorities, stating that it was necessary to alleviate the concerns of international partners who are set to help rebuild the crisis-torn areas. “I also urge our military, the Department of State Security and the Police, to commence an immediate security re-evaluation and review of the entire North East zone in order to allay the fears of our donor partners. The partners are important to Nigeria’s work to reposition the North East after months of decimation at the hands of Boko Haram", he stated. With the temporary suspension of the United Nations’ activities in the region, the Senate President called on the Presidential Initiative for the North East (PINE), National Emergency Management Agency (NEMA) and other relevant agencies to immediately address the shortfall that will arise from the cessation of donations of food and medicines. “Effective action must be taken in the interim. We need to make sure that no lives are lost due to the temporary suspension of UN aid", he added. Saraki further called on the UN to resume its activities in North East as soon as possible, while reassuring Nigerians and the international community that the Senate would fast-track the passage of the North East Development Commission (NEDC) Bill, which aims to create a legislative framework and multi-state platform for the coordination of relief and donations to the zone. Following the submission of the Report of its Public Hearing by the Senate Committee on Special Duties, the bill Following the bill is awaiting third and final reading before being passed. The Senate President had on July 18 led a delegation to Maiduguri in Borno State where he pledged that the Senate would look into the issue of malnutrition and shortage of medical supplies in the North East. DC Bill is currently awaiting its third and final reading in the Senate. Two days later, through a Point of Order raised by Senator Baba Kaka Garbai (APC - Borno Central), the Senate discussed the issue of malnutrition in the North East and resolved that the Ministry of Finance should immediately release necessary funds to the North East while the Federal Government should begin coordination of private sector donations to the region. During the debate on the motion, Saraki emphasised the need for a sustainable public-private-partnership driven approach to combat the issue of malnutrition, stressing that Nigeria did not need to lose more lives to the lack of food in the North East.
