    Saraki Welcomes Buhari, Says: "President "ll Resume With Greater Vigour" President of the Senate, Dr. Abubakar Bukola Saraki, has welcomed President Muhammadu Buhari back to Nigeria. In a statement signed by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, Saraki thanked God for the safe return and recovery of the President, and reaffirmed the commitment of the National Assembly to continue working alongside the President in achieving objectives aimed at improving the standard of living of Nigerians and overall development of the country. “I thank Almighty Allah for bringing President Muhammadu Buhari back whole, hale and hearty.     Anti-Hate Speech, Jungle Justice Bills: Saraki Promises Quick Passage As the 8th Senate lays out its agenda for the next 22-months, President of the Senate, Dr. Abubakar Bukola Saraki, has highlighted that due to the rising tensions in the polity, the passage of Bills to mitigate against hate speech and jungle justice will comprise a major part of the Senate’s social impact agenda when it resumes in September. In a statement signed by his Special Adviser on Media and Publicity, Mr. Yusuph Olaniyonu, Saraki stated that the Senate is ready to give the Hate Speech Bill accelerated consideration when it is presented by the Executive. “At this point in time, when people are heating up the political and social space with their utterances, the Hate Speech Bill will help to mitigate against verbal attacks or expressions against individuals or groups on the basis of ethnicity, religion, and even gender. “This will help to send a clear message with accompanying punitive measures to those negative elements in our society that are fond of distasteful comments that hurt, offend and provoke retaliation,” the President of the Senate said. Saraki also stated that the Anti-Jungle Justice Bill (SB. 109), which is sponsored by Senator Dino Melaye, (APC-Kogi), will also help to curtail, protect and prohibit Nigerians across the country from meting out extra-judicial justice to perceived offenders without recourse to statutory legal channels. “There have been many cases of extrajudicial executions across the nation. We all remember the "Aluu Four" incident, and several other notorious cases of phone and food thieves being set ablaze. We cannot have a situation where people feel that they can take the law into their hands,” Saraki said, “Therefore, we must put in place careful stopgaps and penal measures to protect the sanctity of our communities.” The Senate President also stated that the Committee on Judiciary and the Rules and Business Committees of the Senate would work to ensure that Anti-Jungle Justice Bill is quickly passed and sent to the House of Representatives for concurrence.     Saraki Outlines Nigerian Senate Priorities in the Next 22 Months President of the Senate, Dr. Abubakar Bukola Saraki, has described the passage of both the Administrative and Fiscal Policy Bills for the Petroleum Industry as key parts of the priorities for the 8th Senate when it resumes after its annual recess. Speaking on the issues that will take up the Senate’s time over the next 22-months, the Senate President also stated that it will focus on developing Nigeria’s infrastructure deficit through appropriate legislation; looking at more Bills aimed at repositioning the national economy so as to enable it address the rising unemployment and strengthening Nigeria’s democracy through legislative oversight on government establishments. He added that other issues that would pre-occupy the upper chamber of the Federal Legislature are the need to entrench transparency in governance at all levels, creating universal health coverage law and strengthening the institution of the Senate by ensuring that people begin to understand the role of parliament in the governing of the nation. “From Day One, this Senate had its own legislative agenda. You will see that some of the things we have been doing, are working our way through this agenda, in order to cross items off our list and deliver on our promised change,” the President of the Senate said, “This has allowed us to treat more petitions than any other parliament in our nation’s history, and pass more Bills at the mid-term mark. “This is why, as we return in September, we will be finalizing on our infrastructure and social intervention pieces of legislation. These are laws that will not only make it easier for small and medium enterprises across the nation to do business. We will make laws that would create ample opportunities for all Nigerians to realize their potentials. “Additionally, the Host Community component of the Petroleum Industry Bill (PIB) which looks at the ecological debt incurred against communities where petroleum exploration happens, and the community participation and security of these communities will also be on the front-burner of our affairs. This is something Nigerians can watch out for. “Similarly, the Industry Administration component of the PIB, which seeks to open up the industry for investment and growth, as well as create the much-needed expansion of the industry by allowing new entrants into the operations of the industry is now at the committee stage at the Senate. We will work to quickly pass the bill”, Saraki said. The Senate President emphasized that even though the Senate only had less than 22-months to complete its term, with several noteworthy achievements already recorded, it would not take its foot off the pedal. “Yes, a lot has been done. However, many of the positive effects of our work might still take some time to be felt. This is why we will continue to keep pushing and keep pressing for the people that we represent. So that one day, they will look back and say that “Yes, truly, the 8th Senate really worked hard for us.”

This day provides an opportunity for all of us, both youth and adults alike, to reflect on the future of our nation; to decide on the active and participatory role that we want our young people to play in the governance of our country; and to work towards building a nation that the upcoming generation would be proud of. The 8th Senate remains committed to furthering the opportunities of our young people. Through our work on educational initiatives like the amendment of the UBEC Act, we hope to develop the minds of our young ones — to make them competitive internationally. With our push to restructure our existing access to finance laws, we hope to provide more opportunities for young people — to make them self-sufficient and employers of labour. Additionally, last month’s passage of the Bill as part of the Constitutional Amendment, is a clear indication that this Senate is ready and willing to welcome more young Nigerians into positions of government. This has been done because now more than ever, with the state of our present-day economy, our nation must bridge its generational divides and work together to forge a new Nigeria. For Nigeria to work for all its citizens, the fiery ingenuity of our youth must be blended with the dependable experience of our older generation. This is because many of our university graduates from Nigeria, are currently not being equipped with the appropriate skills that they need to perform in employed capacities.     I Stopped Kwara Pension on My Own Volition, Says Saraki Contrary to reports that it was the agitations by certain groups that prompted Senate President, Dr. Abubakar Bukola Saraki, to stop the payment of his pension, the Special Adviser on Media & Publicity to the Senate President, Mr. Yusuph Olaniyonu, has clarified that on August 20th, 2015, Saraki wrote to the Kwara State Government to stop the payment of his pensions. “As a responsive and responsible government official, the Senate President has always toed the moral and legal high-ground in all his actions. This is why since he left office as Kwara State Governor in 2011 — even before his directive that his pension payment be stopped on the 20th of August, 2015 — this pension was always used as a scholarship and education endowment fund from which first-class graduates and law school students have benefitted. The money has also been utilized for the purchase of JAMB and GCE forms for secondary school leavers seeking to further their education. “Additionally, the decision to stop his pension was done entirely of his own volition two years ago. in fact, Dr. Saraki had at an interactive session with journalists in Ilorin early 2016, he mentioned the action he had taken on the pension. This is why the recent insinuations in the media attributing the Senate President’s actions to a July 14th, 2017 statement by some group, is another futile attempt to claim credit where there is none to be claimed. “Moving forward, it is necessary that the Media is guided by the fact that irrespective of the payment of his pension or not, the Senate President will continue to work on empowering his constituents and the people in Kwara State, as he has always done, with or without any pension payment. “At this point, it is important that the Media endeavors to be specific in their reporting and not ascribe needless justifications or commentaries to otherwise independent actions,​"​ Olaniyonu stated.     On Monday, I met with the Centre for Crisis Communication (CCC), led by its Executive Secretary, Air Commodore Anas Yusuf (retd) to discuss repositioning the Almajiri Islamic Education System in the northern part of the country. The Almajiri system was aimed at imparting sound Islamic education to the youth, however, in recent years, the system has been abused and has now become a breeding ground for activities that are inimical to our developmental goals. Thus is why, over the next few months, the 8th Senate will be partnering with the CCC and other stakeholders to examine the socio-political implications of the Almajiri phenomena that we are currently facing. We will be doing this to come up with a comprehensive roadmap that will augment the efforts being made to reposition the system by different States in the country.

    My attention has just been drawn to an entirely untrue story about a civil servant being sacked for criticizing me. As a public servant who has subjected myself to the service of my country, I face criticism everyday from many quarters. However, this does not deter me. It never has. I learn from the constructive criticisms, and continue to work with my colleagues in the Senate to pass our legislative agenda for all Nigerians. I use social media.     Earlier today, Senator Dino Melaye brought Ali Ahmadu, a 6-year old boy from Chibok to my office. Three years ago, little Ali was run over by a Boko Haram vehicle. As a result of the unfortunate incident at the hands of Boko Haram, Ali's spinal cord was severed. To me, Ali is a reminder of the evils of violent extremism. He is one of the reasons why we continue to remain committed to stamping out terrorism. He will require surgery on his spinal cord. Moving forward, my colleagues and I in the 8th Senate will continue to offer support to him and his family. We must all remember that we have come a long way in our fight to stamp out the insurgency that we once battled with. However, right now, there are a lot of families and people in our communities that are still bearing the brunt of extremism. We must also continue to pray for our men and women in uniform who fight to keep us safe. -ABS

    This afternoon, the 8th Nigerian Senate made history with the passage of 29 Constitutional Amendment Bills. What this Constitution Review exercise represents is a foundation laying process that will create more opportunities for the young people in our nation. Additionally, through this process, we have redefined our budget process and addressed numerous legal issues that have bogged us down for many years. For example, for many years, as a nation, we have not been saving. Today’s Constitution Review has made it binding for us to save. Additionally, we have shown our commitment to the fight against corruption by providing autonomy to the Attorney General and the Accountant General through this review. We have also guaranteed improved administration of our local governments, strengthened our democracy through more credible elections, and empowered our judiciary in the dispensation of justice Most importantly, we have opened the road for a new Nigeria where younger people can run for elected positions, through the passage of the Bill.     As a medical doctor who believes in , today, I was pleased to launch the National Assembly Legislative Network for Universal Health Coverage. This means a lot to me, because when I was the Governor of Kwara State, we worked to establish the Community Insurance Scheme, which is on track to guarantee access to health to over 60% of Kwarans by 2018. Healthcare coverage should be the right of all Nigerian citizens. I strongly believe that it is possible. Unfortunately, others that came before us were not able to achieve it. This is why it is up to us to make the difference. Moving forward, the Legislative Network for Universal Health Coverage will work to guarantee health coverage for all citizens. Even if all that we can achieve is a healthcare system that covers immunization, malaria and antenatal, we would have gone a long way in solving most of Nigeria’s most critical healthcare issues. This is why I have asked the Honourable Minister of Health, Professor Isaac Adewole, to let the National Assembly know what the cost for Universal Healthcare for all Nigerians will be. This will allow us to know what the Federal Government will pay, what the States will pay and what our international partners and the private sector will chip in. Most importantly, when the 2018 budget comes, we will work to ensure that the healthcare sector receives the 1% from the Consolidated Revenue Fund in accordance with the National Health Act of 2014. This will set up a national Basic Healthcare Provision Fund (BHPF) that will provide all Nigerians with access to basic health care services. -ABS

    The Senate is touched by the ongoing 2-year strike at Ladoke Akintola University of Technology (). This is why, today, myself, the Leader of the Senate and a few other Distinguished Senators met with students and alumni of the institution. I remember, it is was in November last year that this matter first came up at the Senate. Since then, we have watched and reviewed the situation, which culminated in the passage of the Motion last week where we resolved to call on the Oyo and Osun State governments to sort out the ownership issue, and the Federal Government to work towards the release of necessary funds for the reopening of the school. Let me make myself clear on behalf of the Senate: Now that we have taken up this issue, we are not going to stop until action is taken. In the past week, I have had the opportunity to speak to the Minister of Education on the LAUTECH closure, and he has reassured me that a meeting is in the works to bring representatives of both governments together to resolve the ownership affair between the two states. Additionally, we can argue from now until tomorrow about the ownership of the University, however, all parties concerned must know that the LAUTECH students and their parents are the ones that are affected by this. Hence, swift action must be taken. Moving forward, we will continue to fight for the students of LAUTECH so that soon, the doors of that university will be open. At this point, I want to continue to appeal to LAUTECH students for their patience. There is light at the end of the tunnel. We are on your side.
