    On Monday, during our meeting with civil society groups, government officials and policy experts at the , one of the major issues that came up was the fact that many young Nigerians were tired of hearing about federal government vacancies for jobs after recruitment had already occurred. I assured the participants that the Senate would take prompt action on this issue by fast-tracking a Bill to curb the increasing rates of illegal recruitment into Federal Government agencies and parastatals and to give all qualified applicants an equal opportunity to secure federal government employment. Today, we kept our promise by passing the Second Reading of A Bill for an Act to make it an offense for vacant positions in the Federal Civil Service to be filled without their being advertised, 2017 (SB. 52). With this Bill, the Senate hopes that Nigerians across the country will begin to have more of a sense of belonging in matters of state by knowing that Federal Government jobs will be properly advertised, and only those selected based on merit — not based on their connections will be employed. I have asked the Senate Committee on Establishment and Public Service do further work on this Bill and report back to the full Senate plenary in four weeks.

    On September 29th, I expressed my concern on the rising drug menace in the country. I emphasized that it is time for all of us to recognize this problem and address it in a sensible manner. Considering the socio-economic state of the country, this drug abuse issue that is often swept under the carpet must be brought to the forefront of our national dialogue before it is too late. While drugs like cannabis and cocaine have affected many youths across the country, these days, codeine cough syrup and other prescription drugs have become “the new cancer” that is ravaging women and girls — specifically in the Northern part of the country. Today at the Senate, we initiated action on this drug abuse issue by passing a Resolution on the need to check the rising menace of pharmaceutical drug abuse among youths. Our resolution has called on the Federal Government to partner with stakeholders, traditional rulers, pharmacist councils and NGOs to create a framework for fighting prescription drug abuse. We have also mandated the Ministry of Health to provide drug rehabilitation centers for drug abuse victims that seek help. Additionally, the Senate Motion urged NAFDAC to embark on a vigorous sensitization campaign on the dangers of drug abuse and steps on achieving a successful rehabilitation for people with the addiction. Finally, we have mandated our Committees on Drugs & Narcotics and Health to come up with a legislative framework to deal with the abuse of prescription and over-the-counter drugs and develop a Bill that adequately deals with the problem, and report back to the Senate in the next four weeks. As we move forward, knowing that there are many experts out there, we hope to continue to receive feedback from all relevant individuals and groups on how best to continue to tackle this issue.

    Yesterday, the Senate passed several key Motions: The first was on the need for Nigeria to begin the process of constructing Captive Dams in Communities across the country. This will allow us to increase the amount of fresh water that is available in many of our communities, as well as reduce the drilling of boreholes, which have long-term environmental problem; The second was on the urgent need to control the indiscriminate erection of speed bumps on Nigeria’s federal roads. Speed bumps are effective with regulating traffic, however, the indiscriminate construction of these bumps often leads to the accelerated wear and tear of vehicles. This is why the Senate resolved to direct the Federal Government to remove all indiscriminate speed bumps on federal highways; The third Motion was on the boundary crisis, which arises from the non-delimitation of Nigeria’s internal boundaries. This often leads to boundary disputes between neighboring communities. This is why today, we resolved to urge the National Boundary Commission to take immediate steps to stop the lingering boundary crisis in Nigeria; The fourth Motion was on the need to address the regulatory conflicts between JAMB and universities in the admission’s process into tertiary institutions. In order to remove the regulatory bottlenecks in the system, the Senate has resolved to invite the Committees on Education and TETFUND to organize a stakeholders meeting with the Ministry of Education, JAMB and other stakeholders in the education sector to review the UTME issue, come up with solutions and report back to the Senate in 4 weeks; Finally, we also passed a Motion on the urgent need for the Federal Government of Nigeria to fund our foreign missions. This is because many of our diplomatic mission abroad are facing serious challenges with their inability to pay the allowances, salaries and rent of home-based office. Additionally, there are several hanging threats by a few host countries to revoke the building permits of some properties abroad that belong to Nigerian missions. In this regard, the Senate moved to ensure that immediate action is taken to rectify this problem by working with foreign Ministers, ambassadors and stakeholders to develop solutions to ensure that are missions are adequately funded.

    Today, I met with a delegation of the African, Caribbean and Pacific Group of States (ACP Group), led by H.E. Ambassador Amadou Diop, the Chairman of the ACP Committee of Ambassadors. Our meeting centered around the revision of the Cotonou Agreement between African and Caribbean States and the European Union. We also discussed the need for greater collaboration in trade, industrialization, peace, security, migration and climate change between African and Caribbean States. In my comments to the delegation, I emphasized how the work of the ACP impacts our lives, both directly and indirectly. This is because, in the past, the terms of negotiations and treaties have impacted the rate of development of various continents. From migration, climate change, and terrorism, this is an important time to press the rest button on many of these issues around the world. This is why the renegotiation of the Cotonou Agreement can help in getting better terms for Africa and its people. Right now, 70% of Africans are aged 30 and below. In this regard, any agreements or treaties that we enter into must think about the future of our young people and the impact that it will have on their lives. Some countries in Europe are saying that by 2040, there will be no more diesel and gas cars. Where is the future for countries like Africa that depend on fossil fuels? We must begin to engage other parts of the world more thoroughly to structure out agreements that will enable us to meet the responsibilities that we have here at home. On our part, the 8th Senate will continue to create an enabling environment for our young people who are rightly pushing for more inclusion and participation in the development of our nation.

    Yesterday, the 8th Senate passed the Second Reading of the Bill for an Act to Establish the Nigerian Police Development Fund. Across the nation, the Nigerian Police work to protect our communities. This is why, this Bill is intended to provide a legal framework for the management and control of a special intervention fund that is aimed to further the training of Nigerian Police; provide them with adequate equipment, office spaces and living quarters; and enhance the overall security operations of the Nigerian Police. Moving forward, the Committee on Police Affairs and the Committee on Judiciary, Human Rights and Legal Matter will be organizing a public hearing to include major stakeholders to address the structure of the force that require extensive discussion and debate. It is my hope that this Public Hearing will help us to get a source of funding, within the law, that will help us build a stronger and more effective Nigerian Police Force.

    Today, the 8th Senate passed the Second Reading of the Bill to amend the Fire Arms Act to provide for the increase of fines and the destruction of all firearms that are illegally imported into the country or that are in the possession of individuals that do not have valid licenses. With the recent reports of the Nigerian Customs Service finding 4 illegal shipments of firearms in the last few weeks, this Bill is pertinent, because with its eventual passage, we will be strengthening the existing Fire Arms Act and making our nation safer. Apart from the fines and other punitive measures that are imposed on individuals, we will also be looking at the laws that are currently in place to ensure that shipping agents and other companies that are involved in the importation of illegal firearms into the nation are held liable. Now that the Bill has been sent to the Committee on Judiciary and Legal Matters for further work, we will be having a public hearing on this Bill, to seek the support of experts, security agencies and the general public in coming up with a thorough legislative strategy to combat the proliferation of weapons in our country and our communities.

    Today, the Senate passed a Motion on Stabilizing and Sustaining the Post-Recession Growth of the Nigerian Economy. Last year, when we resumed from our annual recess, we immediately went to work on the formulation of the National Assembly’s economic recommendations. These suggestions were then forwarded to the executive for implementation. In this regard, today, the Senate resolved to: Urge the national economic managers to remain focused and to ensure that the current growth of 0.55% is built upon and increased substantially in the months and years ahead; Urge the fiscal and monetary authorities to come together to harmonize the fiscal and monetary policies with a view to drastically reducing the high interest rates that have adversely affected borrowing for investment by the real sector of the economy; and Urge the fiscal authorities to drastically reduce the accumulation of domestic debt in order to free the market for better access by the private sector. Moving forward, we will continue to work with the Executive to sustain the growth of our economy. On our part, the Senate will continue to work to fast-track critical pieces of legislation that deal with finance and infrastructural development. As there is a growing concern on the level of borrowing of the government. Government must begin to look at other alternatives to borrowing, as it is beginning to have a serious effect on the fiscal operations of our economy. On the issue of the implementation of the 2017 budget, in order the ensure that we get to the appropriate GDP growth rate that is needed to sustain the development of Nigeria, the Senate Committees will also be working to ensure that the 2017 budget is properly and expediently executed.

    After meeting, at the weekend, with a delegation of members of the private sector who complained to me about the high cost of getting goods out of the Apapa ports, due to the perpetual gridlock on the Apapa Port Road and other roads around the area, I conducted an aerial inspection of the roads this morning. It is clear that the Senate must find a prompt and permanent solution to the problem. We must put in place an arrangement that is less cumbersome and not bogged down by bureaucracy. The arrangement must also include the participation of the private sector.

    Today, I declared open the Public Hearing, organized by the Senate Committee on Finance on the: - Tax Incentives Management and Transparency Bill (SB 331); - Companies Income Tax Act 2004 (Amendment Bill) 2017 (SB 14); and the - Bill for an Act to Provide for Constituency Projects in the Annual Budget of the Federation and For Other Matters Connected Therewith (SB321). In my comments, I emphasized the need for Nigeria’s tax regime to be characterized by transparency, accountability, and sound economic management. This is why through the Tax Incentive Management Bill and the amendment to the Companies Income Tax Bill, the Senate will be enhancing the nation's legal framework for the regulation of tax incentives. Additionally, it is my hope that we begin to encourage the private sector to contribute to the development of critical infrastructure across Nigeria. This is due to the fact that the deficits in our budget make the federal government unable to fully fund the construction and maintenance of all our federal roads — even if it wants to. Based on this, the private sector needs to take up some of the responsibility. We can use these tax Bills to incentivize the private sector to do this.
