As the Senate President of the 8th Senate of the Federal Republic of Nigeria, and the Senator representing Kwara Central, I am proud to lead by example as the first Senator in Nigeria to post weekly activities on the Upper Legislative Chambers. I do this because:

  • I believe that all Nigerians deserve to observe, understand, and give inputs into the activities of our representatives in government;
  • I believe accountability and transparency are essential to government, and;
  • I also strongly believe in two-way communication channels where I can get direct unfiltered feedback from the people of my constituency, and Nigerians as a whole.

    The Senate is touched by the ongoing 2-year strike at Ladoke Akintola University of Technology (). This is why, today, myself, the Leader of the Senate and a few other Distinguished Senators met with students and alumni of the institution. I remember, it is was in November last year that this matter first came up at the Senate. Since then, we have watched and reviewed the situation, which culminated in the passage of the Motion last week where we resolved to call on the Oyo and Osun State governments to sort out the ownership issue, and the Federal Government to work towards the release of necessary funds for the reopening of the school. Let me make myself clear on behalf of the Senate: Now that we have taken up this issue, we are not going to stop until action is taken. In the past week, I have had the opportunity to speak to the Minister of Education on the LAUTECH closure, and he has reassured me that a meeting is in the works to bring representatives of both governments together to resolve the ownership affair between the two states. Additionally, we can argue from now until tomorrow about the ownership of the University, however, all parties concerned must know that the LAUTECH students and their parents are the ones that are affected by this. Hence, swift action must be taken. Moving forward, we will continue to fight for the students of LAUTECH so that soon, the doors of that university will be open. At this point, I want to continue to appeal to LAUTECH students for their patience. There is light at the end of the tunnel. We are on your side.     Yesterday, Nigeria’s Federal Commissioner for Refugees, Migrants & Internally Displaced Persons, Ms. Sadiya Umar Farouq, led management staff of the commission to my office for a courtesy call. Our discussions centered around how to strengthen the Refugee Commission’s capacity to coordinate and monitor the activities of the various MDA’s that are involved in providing humanitarian relief and administering livelihood programs. As we grapple with the issues in the North East, it is crucial for the National Assembly and other relevant Ministries, Department and Agencies (MDAs) who work on humanitarian and migration issues, to coordinate their responses to these issues by exchanging information about funding needs, service gaps and policy issues. This is why, the Senate will remain totally committed to working with the Refugee to Commission to ensure that a framework is developed that will allow us to reduce and respond to the increasing incidences of forced displacement resulting from ethnic, religious, economic and boundary conflicts, various government decisions (local and international), natural and man made disasters. - ABS

    Today at the 8th Senate, we passed the Whistle Blower Protection Bill, which is another one of our Anti-Corruption Bills. This Bill: 1. Seeks to encourage and facilitate the disclosures of improper conduct by public officers and public bodies; 2. Ensures that people who make disclosures and persons who may suffer reprisals in relation to such disclosures are protected under the law; and 3. Ensures that people who make disclosures shall not​ be subject to victimization by their employers or by fellow employees. This Bill will also protect the lives of those who risk themselves to expose corrupt practices in Nigeria.     This morning, the Senate Committee on Customs organized a one-day Public Hearing to discuss how smuggling poses a threat to Nigeria’s economic self-sufficiency. As things stand, smuggling is the greatest threat to the implementation of the economic policies and programs of the President Muhammadu Buhari-led Federal Government. This is because it puts the growth and sustainability of our economy in jeopardy, and obstructs our collective quest to attain true diversification of our economy. At the local level, smuggling threatens the ability of our small-scale industries to compete against their foreign counterparts. Many of these businesses that have taken loans in the past, have been forced to shut down — due to the fact that cheaper and illegally-imported goods find their way into our markets. This is unacceptable. This is why, in order to support the economic policies of this government, the 8th Senate is committed to doing all that it takes to end to smuggling in Nigeria. Through this public hearing and meeting with relevant stakeholders from the sector, we want to look at ways to work with the Customs Service and all other agencies to eliminate smuggling in all its forms. Consequently, the report from today’s Public Hearing will help to provide comprehensive solutions to the issue of smuggling. This public hearing will help us to identify and proffer solutions to some of the funding, legislative and policy gaps that currently exist — which the smugglers are taking advantage of. All hands must be on deck; no stone must be left unturned; and no branch of government can resolve this issue on its own. We must all work together on this. -ABS

    Today, the Senate passed a Motion to investigate contracts that were awarded and paid for in the past by the TetFund that are yet to be executed. In the past, the TetFund has had to award contracts for the benefit of several higher institutions across the country in keeping with the statute that established the Agency; However, the Senate has observed that despite the good intention of the TetFund in awarding these contracts, some of the contractors are yet to be identified and some of the contracts are yet to be executed. This is why today, in strict compliance with my pronouncement that the Senate will be committed to exposing corrupt practices in all facets of the Nigerian Society and bringing culprits to justice, the Senate resolved to mandate its Committee on Tertiary Institutions and TetFund to conduct an investigation to ascertain the contractors who collected funds that belong to the TetFund in the past, and have absconded without performing these contracts. The Committee has also been mandated to report on its findings and recommendations to the Senate for further action.     I was filled with emotions today as I swore in the brother of Late Senator Isiaka Adetunji Adeleke as Senator representing Osun West. I'm sure that my late friend, his family, good people of Ede and Osun West Senatorial District are delighted that the legacy of 'Guv' can continue. I am sure my departed colleague will, in his grave, be happy and filled with joy today and always. My only sadness is that Senator Ademola Adeleke is not coming in as an APC member. This is the result of mishandling of the pre-election matters by our party. I hope Senator Ademola Adeleke will very soon return to his natural fold, the APC, where he rightly belongs. I hope this development will serve as an eye opener to our party at all levels that the will of the people must always be respected. We all have a good lesson to learn from this. Once again, I congratulate Senator Ademola Adeleke and I hope he will live up to his brother's expectations and further uplift the legacy established by their late father, Senator Ayoola Adeleke.

    One of the 7 Bills that the 8th Senate passed today is the Compulsory Treatment and Care of Victims of Gunshots Bill, 2017 (HB. 119). Some of the benefits of this Bill to Nigerians include: - Every hospital in Nigeria whether public or private will be mandated to accept or receive for immediate and adequate treatment with or without police clearance, any person with a gunshot wound; - Every person including security agents shall render every possible assistance to any person with gunshot wounds and ensure that the person is taken to the nearest hospital for treatment; and - No person with a bullet wound shall be subject to inhuman and degrading treatment or torture by any person in authority. This includes police and security agencies.

    Today, in my capacity as the Chairman of the Governing Board of the National Institute for Legislative Studies, I had the pleasure of welcoming our partners from the African Capacity Building Foundation (ACBF), for the project grant signing ceremony between NILS, the National Assembly and the ACBF. This agreement, is another effort of the 8th National Assembly to strengthen financial oversight functions of the Nigerian parliaments. This will thereby deepen the democratic process in the West African sub-region. The first phase of this agreement, was a national project that focused on Capacity Building for the National Parliaments of ECOWAS Member States and the ECOWAS Parliament. This project targeted legislators and parliamentary staff in the West African sub-region, and ensured that capacity gaps were bridged to improve governance systems for the sustainable development in the sub-region. As part of this new program, a platform will be created for legislators in ECOWAS Member States to more effectively collaborate on building effective inter-regional trade systems amongst ECOWAS Member States.

    Today's Nigerian Senate amendment to the National Institute for Legislative Studies (NILS) Act will empower the institution to provide better training, capacity-building and policy analysis for the legislature at the Federal, State and Local levels. The amendment also changes the name of NILS to the ‘National Institute for Legislative and Democratic Studies’ to represent its core functions as a resource provider and research institute. The extension of the mandate of the institute to include ‘Democratic Studies’ will help to provide broader training to the legislators and their aides in the dispensation of their lawmaking duties.

The Maritime sector is important to Nigeria’s economy because it is the primary means of transporting goods internationally.
