    My heart goes out to the families and loved ones of the 26 Nigerian women and girls who died while trying to cross the Mediterranean Sea. They were laid to rest today in Salerno, Italy. May their souls Rest In Peace. As we stated in our 9th November, 2017 Resolution: 1. The Nigerian Senate will not stop until justice is done and a proper investigation is conducted by Italian authorities on the death of the 26 Nigerian women; 2. We will continue to urge the FG to declare a State of Emergency on youth unemployment, as we collectively work to come up with more proactive measures to engage our young people; 3. We urge the Ministry of Foreign Affairs, NAPTIP, and the Nigerian Immigration Service to work together to devise a comprehensive strategy to combat this menace of illegal migration and human trafficking.

    Yesterday, I held a crucial meeting with the Director-General of the National Agency for Prohibition of Trafficking in Persons (NAPTIP), Dame Julie Okah-Donli, and the entire leadership of the agency. With the recent deaths of 26 young Nigerian girls aboard a Spanish Vessel enroute to Europe; the number of Nigerians who have tried crossing over into Europe through Libya and are now begging to come back home; and the other cases of domestic and international human trafficking and illegal migration that we see in the news, this meeting with NAPTIP provided myself and my Distinguished Colleagues with an opportunity to reassess Nigeria’s preparedness to address this illegal migration and human trafficking issue that has become a national priority. As a nation, we have a responsibility to do the right thing. Trafficking is something that we must face head-on now, as it is escalating to a crisis level. However, due to its scarce resources, it is clear that over the years, NAPTIP has not been a priority in budgeting and appropriation. Moving forward, working with my colleagues in the Senate and the National Assembly, through the 2018 appropriations process, we will work to provide adequate funding for this crucial agency in order to make it more effective to deliver on its mandate. I have also asked NAPTIP to: let us know if there are any areas in the NAPTIP Act of 2015 that needs to be enhanced to bring about more effective performance; ensure that they collaborate effectively with our security agencies in order to stop the rising menace of criminal cartels that are benefitting from trafficking in persons; and work with state governments across the nation to rehabilitate rescued victims of trafficking. Finally, it must be noted that one major takeaway from my meeting earlier this week with the European Union delegation, is that they are ready, willing and able to collaborate with us and provide support in combating this human trafficking issue on the international front. I have urged NAPTIP to explore this option.

    Yesterday, I received a high-powered delegation from the European Union (EU) to discuss the rising illegal migration and mobility from Nigeria to Europe through dangerous routes. As many of you will recall, just two weeks ago, 26 young Nigerian girls lost their lives aboard a Spanish vessel when embarking on one of these illegal trips. This is why, last week, the Senate passed a resolution to investigate the unfortunate incident. At the meeting with the EU, I emphasized that Africa and Nigeria need to begin to see how best our two continents can work closely together to solve this challenge. This is because how we address the issue of migration will define the future of our two continents — and the Senate and the National Assembly are keen to see what we can do to support and facilitate solutions to this problem. These are issues that we all have a responsibility as elected members of parliament to put an end to. The number of criminal gangs that are now building up and seeing this as a commercial activity is quite alarming — therefore, we must put a spotlight on this to stop the illegal trafficking and migration of our people.

    Paradise Papers: Saraki Hides No Asset and Violates No Law Once again, the issue of offshore company registration which was first raised in 2016 is being revived and thrown to the public space. As a responsible public officer, Senate President, Dr. Abubakar Bukola Saraki, will continue to explain his position. We know this is the period of politics when mudslinging is a common trick in the game. However, we will like to make it known that Dr. Saraki violated no law and did nothing illegal in the course of registering the company under reference, Tenia Limited, and afterwards. As we had earlier explained when the issue was first brought into public view, the company in question, Tenia Limited, was incorporated in 2001, long before Dr. Saraki ventured into politics and was elected into public office. The company from incorporation to date had never been used for any transaction. It held no asset. It had no bank account to the best of the knowledge of Dr. Saraki. Even if it did, the Senate President was not a signatory to such account. This is just a paper company and therefore could not have been used to hide any asset. The company, unlike the other ones investigated by the International Consortium of Investigative Journalists (ICIJ), had been a dormant entity from creation such that when in late 2015, its existence was raised with the Senate President, he could not readily recollect that there was such a company linked to him. He then immediately directed that the company be struck off. For the umpteenth time, we will reiterate the fact that the Senate President has fully complied with the law on assets declaration, even as it concerns the company under reference. We call on all members of the public to disregard the claims and insinuations suggesting that the company in question was incorporated to perpetrate any illegality or that its existence violates any law.     Today, it was a pleasure to receive the new Secretary to the Government of the Federation (SGF), Boss Mustapha, in the company of some of the principal officers of the Nigerian Senate. During our interactions, the SGF highlighted the role that this Senate, and by extension, the entire National Assembly, has played in stabilizing the polity and ensuring that this government has a purposeful direction. The new SGF also emphasized the role of the National Assembly in our democracy, stating that “Our Constitution is very clear when it comes to the issue of separation of powers” — in this regard, the executive and the legislature must utilize their powers to achieve the desired dividends of democracy for all Nigerians. We know that without a good relationship between both branches, we can’t achieve everything that we want to achieve, this is why, moving forward, we will continue to work together — as partners — to deliver on our promises to Nigerians. In this regard, I welcome the gracious remarks by the SGF and his commitment towards increasing the cooperation between both branches of government.

At the meeting, I directed the Federal Scholarship Board (FSB) to present a comprehensive report of all Nigerian students on scholarship abroad and their outstanding entitlements to the relevant committees of the Senate to enable the Senate make Appropriations for their settlement. Additionally, I have called for a comprehensive review of all scholarship policies in the country — through oversight — in order save Nigeria from future embarrassment. All concerned parties must realize that we have sent many of our best and brightest minds abroad, hence, we must be able to solve this problem of non-payment of scholarships here at home. Moving forward, we cannot allow bureaucracy, bottle necks, or anything to stop us from paying our students scholarships. Under the Bilateral Education Agreement (BEA) entered into by Nigeria and several foreign governments, some of the host countries have responsibility for part of the upkeep of Nigerian students – while Nigeria must necessarily fulfill her own part. There is a need for the MDAs to look at our responsibility to our students in the different countries, and devise ways of making good on our part of such agreements. We must recognise that these students scattered that are currently in dire conditions all over the world, represent a sizable component of the future of Nigeria – her dreams of progress and development. This is another kind of brain drain, The worst part is, this is a brain drain that benefits no one, not even foreign countries. We are not even losing the best of these students to foreign lands – we are in danger of losing them, period. If we don’t rectify this situation – let me put it bluntly – we would be sacrificing their futures; and that, is unthinkable. We must ensure that the students that we have sent abroad are able to complete their training and come back home in good time so that they can contribute to the development of our nation. However, as we do this, we must also create sustainable and transparent frameworks for the award and management of these scholarships, to give all eligible Nigerians a chance. The relevant Senate Committees will be having a public hearing to comprehensively review all the issues raised today, and come up with concrete recommendations and actions on the way forward.

    When we first started the investigation into improprieties in the management of much-needed resources that were needed for the humanitarian recovery, rehabilitation and reconstruction of the North East, the Senate was blackmailed. However, recent events have justified our actions. In this regard, I commend the government for doing the right thing. I must admit, it has been a tough journey to defend this institution. However, we will remain firm and committed as we live up to our commitment to fight corruption in a non-selective manner. This is a part of our Constitutional responsibility. Moving forward, if you have any case, any evidence or know any MDA that should be investigated — you can bring it before the Senate. We will investigate it; we will expose it; and we will ensure that adequate action is taken. We do not fear anybody. We are committed to this fight. The investigations that the various committees of the Senate have started will continue. I have urged all Committees to submit their reports on time — so that we can act on them. As we do this, we will be fair to everybody, but we will still continue to do our work. This is our promise.

    One major issue that also came up during my meeting with the Board of Directors and the executives of the U.S. Chamber of Commerce’s Africa Business Center was the fact that over the past few years, Nigeria has invested heavily in the agriculture sector as an integral initiative to diversify our economy. In this regard, our current focus must be to ensure that we attract the right investment to grow the domestic industries within the agriculture sector. Additionally, I greatly appreciate the acknowledgement by the delegation of the Senate's efforts to reform the economy and to enhance Nigeria’s ICT development. This was further encouraged by the fact that the representative from IBM announced at this meeting that they will soon commence a Digital Nation program, that is aimed at training some 25 million young Africans -mostly in Nigeria- in “new collar jobs.” ICT development is the way to develop employment and skills training opportunities for many young people in Nigeria and we must continue to work together to create the enabling environment to realize this potential.
