    Today, the Senate debated the interim report of the Senate Committee on Downstream Petroleum on the Fuel Scarcity Crisis in the country. This interim report stirred up a debate on the Floor about the ongoing scarcity, the subsidy regime and ways to make the oil and gas sector more efficient. I spent a lot of time on this fuel subsidy issue during the Seventh Senate (2011 to 2015). It was my Motion that brought this topic to the national discourse — hence, it is something that I know a lot about. There are three issues here that we need to separate: The first is, even as we speak now, there are still queues. The issue of the ongoing scarcity is one problem that the Committee needs to go back to look into so that Nigerians can be reassured that this will not reoccur. The second problem is that based on the figures that have been presented, it is clear that there is a bigger fraud that is being perpetrated with the subsidy. Additionally, the amount of PMS that is allegedly coming into Nigeria cannot be consumed by Nigerians. We consume about 27 million litres a day, while it has been alleged that 40 million litres a day of PMS is being brought in. There is a discrepancy somewhere. At the end of the day, it is Nigerians that are paying for this subsidy fraud because it is not transparent, and it is only being run by one MDA. The third problem has to do with the principle of MDAs incurring expenditures without the necessary approval by the legislature. Therefore, in order to get to the bottom of these pressing issues, we will be breaking them up: -The issue of the subsidy and how it came about; as well as the issue of the scarcity that is still ongoing and the fraud in the volume of importation will go back to the Downstream Committee for a more comprehensive report; -While, the issue of unauthorized public spending in the sector will be looked into by the Public Accounts Committee.

    I commend my Distinguished Colleagues for their sincerity and patriotism during the course of the debate on the Benue killings. These killings are another wake up call for all of us to put all hands on deck to address this crisis. We appreciate Mr. President’s actions for meeting with Speaker Yakubu Dogara and I on Sunday night to brief us on the actions that have been taken to address the killings till date. Hence, we owed it to him to tell him what we discussed at the Senate yesterday. This is why, last night, I briefed Mr. President alongside members of the Senate Leadership on the resolutions that we adopted yesterday at the Senate plenary on the killings in Benue. We want to see immediate action. One point raised by many Senators is the issue of justice. Without justice we cannot see unity. Hence, justice stands as one of our recommendations. In the next 14-days, the Inspector General of Police must find the perpetrators, arrest them, and the Attorney General of Benue State must prosecute them. That is a minimum requirement — and it must happen. One thing is clear: Benue is a wake-up call that we must urgently re-assess and address the issue of security. We cannot continue to allow this violence to keep going on from one state to another. Those responsible for the planning and execution of these acts against humanity must be held accountable. We must also have long-term solutions. The military cannot be the solution all the time. This is because sometimes they are overstretched. We are hoping that our Ad-Hoc Committee on Security Reform urgently comes up with recommendations on what we need to do to strengthen the police — apart from more man-power. There have been calls for a review of the recommendations to create state and/or community policing systems — and we will look into this seriously. Moving forward, we must all begin to take concrete steps to re-assure Nigerians that we are not at the parliament to just talk. We are there to impact the lives of our people positively. In this regard, all those that are responsible for perpetrating such violence in Benue and across the country must know that this kind of mass slaughter must never happen again.

    Yesterday at the Senate, we adopted the following resolutions on the killings that have occurred in Benue State: -Give the Inspector General of the Nigerian Police Force 14-days to investigate and arrest the perpetrators of the killings in Benue State and other parts of the nation; - Direct the Federal Ministry of Agriculture to urgently empower its officers to enforce documentation protocols, quarantine animals and livestock movement at our borders; -Mandate the Senate’s Ad-Hoc Committee on the Review of Nigeria’s Security Infrastructure to carry out a thorough reconsideration of the creation of state and/or community police and report back to the Senate; - Urge the Federal Government to review and revamp the security infrastructure of the Nation; -Urge the Federal Government to ensure that those living in IDP camps are properly taken care of; and -Convene a National Security Summit to address strengthening the domestic security of the nation. Additionally, I was mandated by my colleagues to convey our recommendations to the Executive, which I did last night in a meeting with Mr. President and members of the Senate Leadership.

    As we begin our legislative activities for the new year, we will not get caught up in the political fray before due season. Each and every thing under the sun has its own time. This is Nigeria’s time. We will devote ourselves to her service. In this regard, we will speed up consideration on the various bills on which legislative work remains outstanding – particularly economic bills. We will also focus on the other parts of the Petroleum Industry Bill (PIB) related bills still to be passed, namely: the Petroleum Industry Fiscal Bill and the Petroleum Host Community Bill.     The Senate condemns the killings in Benue State in the strongest terms, and we declare that mindless bloodletting has no place in our society. I offer our sincerest condolences to the people of Benue, and indeed to all who have suffered the loss of their loved ones as a result of these wanton acts. Human life is sacred. We state without equivocation that Nigerian life must become sacred. When we fail in our duty to protect Nigerian lives, it is a tragedy and an indictment on us all. We as the 8th Senate stand ready to help find solutions to assuage the hurt to affected parts, to bring the perpetrators to justice and to enthrone peace in all four corners of this country. Let me state that the 8th Senate is disturbed by these unfortunate incidents, and we have been for some time. We were concerned enough to have inaugurated the Ad-Hoc Committee on Security in November of last year. And so it was that, with the shocking reports from Benue, Rivers and other places, the Security Committee members also cut short their recess to resume sitting, with a view to fast-tracking their investigations, in order to present an interim report for the Senate’s consideration immediately onresumption. I really must commend the committee for their swift action in this regard; and I am happy to note that the Interim Report is ready for the consideration of this chamber. We are a people-oriented Senate, and I believe I speak for us all when I pledge that we shall continue to demonstrate similar dedication to our duties this year, as worthy representatives of the people who voted us into office.

    We have all been witnesses to the hardships which many Nigerians saw in the new year, stuck on fuel queues at petrol stations in many of our cities. It has been disheartening to see, especially during the festive period when Nigerians should have been enjoying carefree time with their loved ones, with enough petrol in their tanks to make that cherished journey to their various hometowns. We, as representatives of the people, feel the pain of the people. This is why I had to direct members of the Senate Investigative Panel on Fuel Scarcity to cut short their recess to commence hearings into the lingering problem; and that work is ongoing. I commend the committee for their prompt response and the work carried out. We seek the cooperation and understanding of Nigerians as we try to get to the bottom of this issue. My own estimation of the fuel scarcity phenomenon is that it is man-made. We thought we had left the problem of fuel queues firmly in the past in this country, but sadly, that appears not to be the case. In any event, there is a problem, and it must be solved. We await the findings of the Investigative Panel on Fuel Scarcity, firm in our resolve that whoever is responsible must pay the price for visiting this needless hardship upon our people.

    The sad situation in Benue State shows some fundamental faults in our security system. There is a clear failure of intelligence gathering, analysis and response time. Our security agencies must be totally overhauled in terms of equipment, specialization, funding, training and staffing. This is the reason why in November, the Senate set up a special committee led by Senate Majority Leader, Ahmed Lawan to work with security agencies and review the entire system with a view to identifying what is required in terms of laws, process, procedure, funding and other necessities for us to have a solid security system which can be pro-active in identifying potential threats, responding to them on time and preventing any breach. We are quite aware of the fact that security is the first and prime responsibility of any government. That is why since early last week I have directed the Lawan committee to take into consideration the sad developments in Benue and Rivers in their deliberations. Now, we cannot wait for the time they planned to conclude their recommendations. They must fast track their schedule .     New Year Killings: We Must Remain United Against Violence, Says Saraki President of the Senate, Dr. Abubakar Bukola Saraki, has condemned the recent killings in Benue, Rivers and Kaduna States that left countless Nigerians dead, describing the attack on the affected communities as ‘heinous’ and ‘reprehensible’, and called on all Nigerians to remain united in their condemnation of violence. He said: “The recent killings in this new year that have left many families without their loved ones, and several communities in distress was a reprehensible act of violence. As Nigerians, we must all remain united in our condemnation of violence. Such actions have no place anywhere in our culture . The killers and perpetrators of this callous act must be caught and brought to justice. The Senate will continue to render all necessary support to ensure that this happens. “I call on our security forces to continue to work around the clock to ensure the safety of the affected communities — and all communities across the nation. "We need to ensure that our security system could gather relevance intelligence and analyse them to prevent activities of hoodlums and insurgents so that we don't always cry after the milk is split. These killings, like those that occurred in Benue, Rivers and Kaduna are becoming too recurrent and the relevant Senate committees will hold discussion with the Senators from the affected states with a view to having a proper understanding of what the issues are and make appropriate recommendations to the executive", he stated.     Happy New Year! I wish you all happiness as we begin 2018 together. Yes, we all know that the end of one year and the beginning of another is a time that is full of hope for the future and reflections on the past. While 2017 was a challenging year for many families across the country, we must all look forward with the simple understanding that better days lie ahead. Although we still have much to achieve individually and collectively, in this new year, let us all rise up with the courage and determination to make Nigeria better. Every Nigerian deserves a chance to live a better life. This is why the Senate, and the 8th National Assembly as a whole, will continue to collaborate with the executive to ensure that all the policies and programmes of the present administration that are targeted at making life more meaningful for people across the country become actualized. We will not spare any efforts in passing laws that will serve as catalysts for our economic stability and growth. We will always continue pushing to pass pieces of legislation that will help make Nigerian businesses thrive across the nation. As the Senate President of the 8th Senate of the Federal Republic of Nigeria, and the Senator representing Kwara Central, I am proud to lead by example as the first Senator in Nigeria to post weekly activities on the Upper Legislative Chambers. I do this because:
