Meet The Senator

As the Senate President of the 8th Senate of the Federal Republic of Nigeria, and the Senator representing Kwara Central, I am proud to lead by example as the first Senator in Nigeria to post weekly activities on the Upper Legislative Chambers. I do this because:

  • I believe that all Nigerians deserve to observe, understand, and give inputs into the activities of our representatives in government;
  • I believe accountability and transparency are essential to government, and;
  • I also strongly believe in two-way communication channels where I can get direct unfiltered feedback from the people of my constituency, and Nigerians as a whole.

    Dwindling Oil Revenue: Bukola Saraki Seeks Positive Tax Culture For visible development impact and infrastructure buoyancy, President of the Senate, Dr. Abubakar Bukola Saraki, has called on Nigerians from both private and public sectors of the economy to develop positive tax culture in order to sustain governmental responsiveness in meeting the demands of the citizens. Saraki who disclosed this when he received the President, Lagos Chamber of Commerce and Industry (LCCI), Dr. Nike Akande and other executive members of the body in Abuja, said that the deficit in the 2016 budget constitute a serious burden for government, saying the only panacea for the present economic decline is to look inwards. He stated that the country is going through hard times, saying, "the truth is that, going forward, we must remind ourselves how we got to this situation where revenues have dropped significantly. "As a country, we are going through a very difficult time. This is not only in Nigeria, it is a global crisis. These days, era of easy money is over. We must engage private sector for better performance. "First, we must create an enabling environment for our businesses to grow. The private sector has a role to play. There is a need to enhance a positive tax culture. "There is a need for mutual cooperation and patriotism among different government agencies, parastatals and private organizations. This collaboration should enhance exchange of information, and reduce the incidence of tax evasion as well as fraudulent tax practices," Saraki said. The Senate President assured his guests of the Senate's readiness to partner with all relevant stakeholder in the onerous task of moving the nation forward, adding that the present economic challenges have refocused government's intent towards diversification and moving away from over dependance on oil as a major revenue earner. Saraki further stated that governments cannot single-handedly cater for the need of all its citizens, adding, "We have to work together. We need your support. In the area of infrastructure, government alone cannot do it. We are ready to work with you and once we can do that, we will be able to ride over these difficult times." In her remark, the President, LCCI, Dr. Akande, lauded the 8th Senate under the leadership of Dr. Saraki for its supportive roles and quality of legislations, saying the Chamber is ready to support every effort of the government aimed at enhancing the financial fortunes of the country. Akande called for adjustment and sacrifice for both government and private sector interest, saying, such adjustment will help in revamping the economy within the shortest possible time. She called for the intervention of the National Assembly in the new framework for autonomous foreign exchange market by the Central Bank of Nigeria, (CBN) and to control inflow of capital into the nation's economy.     CBN Restriction Of Forex On Imported Goods Has Come To Stay, Says Saraki President of the Senate, Dr. Abubakar Bukola Saraki has ruled out the possibility of reversing the Central Bank of Nigeria (CBN) policy excluding some imported goods and services from the list of items valid for forex in the Nigerian Foreign Exchange Market. Saraki, while responding to a request by the Tomato Sub-Sectoral Group of the Manufacturers Association of Nigeria (MAN), seeking his intervention to lift the exemption by the CBN on certain imported goods, said based on the present economic realities, difficult decisions are necessary be taken to overcome the challenges. The Senate President, who addressed the tomato paste producers when they paid him a courtesy visit in Abuja, said: "It is high time we start telling ourselves the home truth as a nation, we are where we are because of our refusal to take hard decisions. "As a country, we have to chart a new way different from the past, and that path is going into manufacturing as we cannot continue to remain an import dependent country," he said. While challenging the tomato paste producers to focus more on how to be full fledged manufacturers of the product using local raw materials, Saraki expressed surprise that in spite of the high level of local cultivation of tomatoes, the producers were still importing the Triple Concentrate used in the production of tomato paste, which he said can be produced locally by raising the production level of tomatoes in the country. "What stops us from producing the tomato to the level of achieving the High Concentrate? You have to be serious in the area of massive investment and research in the sector for government to consider any concession for you," Saraki said. Earlier, the leader of the group, Mr. Femi Gbadegun said though they were not against the CBN's policy restricting forex to some imported items but that they needed time to raise the level of tomato production in the country to eliminate the need for importation. Gbadegun lamented that the policy had adversely affected the operations of the members of the association. END

    Why We Need to Amend Procurement Law, Says Saraki Senate President, Dr. Abubakar Bukola Saraki has said that as a way of realising the objectives of the 2016 Budget, the Senate will immediately after the completion of the on-going process of passage of the Appropriation Bill, commence the amendment of the Procurement Act. Saraki while addressing the organizers of the Made in Aba Trade Fair who visited him in his office said certain sections of the Act need to be reviewed to ensure that the scarce resources which are available from the budget are well utilized. He said the Act will be amended to ensure that Made in Nigeria goods are patronized and that government agencies only resort to imported goods when there are no local alternatives. He also said areas of the law dealing with advance payment for government procurement should be scrutinized. The Senate President said the 8th Senate under his leadership is in support of the protection of local industries through appropriate legislations, patronage and direct intervention. "This is the only way we can create jobs, solve the problem of unemployment and stop the growing army of aggrieved youths who pose danger to society. We can do it. We have the population which translates to a huge ready market. This is how we van genuinely help our people. "The chairmen of our relevant committees are being put on notice to ensure that they focus their oversight on these areas. We must make sure that government agencies like the Armed Forces can patronize the shoe making industries in Aba and other places", he said. He however urged local industries to increase the quality of their products and make their prices competitive. Saraki also thanked Senator Enyinanya Abaribe who led the delegation to his office for his consistency in promoting goods made in Aba over the years. "Senator Abaribe has done so much in promoting Made in Aba goods. In fact, it is his constituency project and he has invested so much time and money on it, even before the decline in oil price. This is import substitution and I assure you of the support of the Senate in this endeavour", he said. Abaribe in his speech said the promoters of Made in Aba goods will want Section 34 sub sections 1, 2 and 3 of the Procurement Act amended so that government agencies will be required to buy local goods and can only resort to imported goods after getting certification from the Bureau of Public Procurement stating that there is no local alternative. He urged the Senate President to help Aba based manufacturers get the much needed government recognition and encouragement. The group also invited Saraki to attend the trade fair holding in Abuja from February 9.

    Senate President Reacts to Supreme Court Ruling After listening to the ruling of the Supreme Court in the appeal he filed to challenge the process of arraigning him before the Code of Conduct Tribunal, Senate President, Dr. Abubakar Bukola Saraki hereby states as follows : 1.     Today, I had quite an enlightening discussion with representatives from the Small and Medium-scale Enterprises Development Agency of Nigeria (SMEDAN) led by Senator Abaribe. The meeting centered around the Senate working to pass laws that would encourage more industries to source their raw materials locally. I was pleased to learn that 'Made in Aba' products have become so positively sophisticated; we now have local industries that specialize in making everything from leather designer loafers to military kits. I assured the members of the delegation that the Senate Committee on Industry would begin looking at ways to expand the productivity scope of SMEDAN, because when our small business owners succeed in their myriad realms of engagement, our economy is diversified, and we are all better off as a nation.

    Bukola Saraki to NLNG: End Gas Flaring Senate President, Dr. Abubakar Bukola Saraki, today challenged the management of the Nigerian Liquified Natural Gas (NLNG) Limited to put an end to gas flaring in the country. According to a statement by the Chief Press Secretary to the Senate President, Sanni Onogu, in Abuja, Saraki who stated this when the Management of the NLNG, led by its Managing Director, Babs Omotowa visited him in Abuja, said it was high time the gas being flared is converted to something more productive as well as ensure the use of cleaner energy in the country. He also called on the NLNG to invest in gas infrastructure to facilitate the distribution of cooking gas across the country and to eliminate the use of kerosene as cooking energy. Saraki said: "Up till today, the area of concern is still the issue of gas flaring. What can we do by way of laws to try and see how we can completely eliminate gas flaring and provide more opportunities for more investors in that sector so that they can convert gas into something more productive. "That also talks about the issue of cooking gas and I believe you can still do more there. I believe you are doing your best within the confines of your responsibilities. I think you all know that this is an important area for all of us as a country - the infrastructure, which I know is not your direct responsibility, "I believe that you can think out of the box and come up with some ideas where you can use your deeper pockets to come up with some infrastructure solutions where so as to take the lead. Government would find ways of providing the incentives because without the infrastructure we will not be able to push more of the cooking gas. "And nobody is in a better position than yourself to really drive that area of cleaner energy for us and help us reduce the use of kerosene. So I am going to challenge you on that area that you come up with something and the National Assembly will be ready to support whatever you come up with," he said. The Senate President also noted that the NLNG represents a success story of the collaboration between the private sector and government and how it can work given the right law to provide the enabling environment and also given the right management and structure. He said: "It gives us great pride to see that NLNG is now largely run by Nigerians and it has continued to sustain the foundation laid previously by more expert management but now with Nigerians and you still continue to sustain that, I think that is good to hear." The Managing Director of the NLNG, Babs Omotowa, said the uncertainties in the nation's business environment has made it difficult to attract and sustain investments in the gas sector. He said he was positive that the Petroleum Industry Bill (PIB) when passed by the 8th Senate would encourage more investments in the sector. Omotowa said: "I am pleased that you mentioned that the PIB is receiving attention because for many years this was a problem in the industry. "You also mentioned that a lot more value can be derived from gas. In fact, Nigeria is described more as a gas province than an oil province but unfortunately, because we have not had the right environment, there have been very little investments into it. "I think the kind of incentives that was granted to the NLNG are the kind of things I think the National Assembly can always look at to incentivize investments," he said. END

    Today, the Senate considered several important issues; primary of which was the Motion on the ‘Unwholesome Practices by Manitoba Hydro International Nigeria Ltd. under the direction and control of the Bureau of Public Enterprises.’ This motion mandated the Senate Committee on Power to investigate the culpability of any person that acted against the public interest in the transfer of the Manitoba power facility’s management from the Transmission Company of Nigeria, to Hydro International Nigeria Ltd. (or “Manitoba”). "Anytime a law is broken, it is a slap on the faces of Nigerians." For this reason, I encouraged my colleagues that as members of the legislative branch of government who work to create such laws, it is our duty to ensure that the laws that we pass are properly enforced in the interest of establishing stronger and more equitable institutions.

    Yesterday, I acknowledged that I received a letter from former President Olusegun Obasanjo in which he called the attention of the National Assembly to some issues. I will want to assure President Obasanjo that the leadership and membership of the 8th Senate are committed to good governance, transparency, accountability, due process and responsiveness to the economic reality of our nation. It is for this reason that the legislative chamber has introduced bold and progressive reforms in the management of the finances of the National Assembly. This is of even greater importance during a tough fiscal period for our country. Like i said during my closing address at the plenary after our debate on the 2016 Budget, the Senate must lead by example in terms of our own funding, budgets and accountability – showing, beyond doubt, value for money. I have canvassed that we must lay bare the budget of the Senate, nay the National Assembly and its affiliated institutions. I equally canvassed the need to strengthen the capacity of the legislative institution to carry our effective oversight of the executive arm so that we can ensure the budget leads to the realization of the policy objectives of the Buhari Administration. Again, let me reiterate my position in the speech i made this morning on the need for us to work towards blocking all areas of revenue leakages while also strengthening the anti-corruption agencies so that the little resources that are now available will serve the interest of the overwhelming majority. As a former President and a father of the nation that we all hold in high esteem , i intend to reply the letter and outline the actions the Senate is taking to address his concerns.     My comments on the 2016 Appropriation Bill today at the @NGRSenate Plenary: On Oil: “For the first time in the history of our great nation, 77% of our expected revenue is non-oil based. This represents a great foundation for the future.” On Borrowing: “In general summary, we were all leaning towards the fact that it is not the amount that we borrow that matters, but the projects that the money is used for. Right now – as a percentage of GDP – we are still within the limits and parameters of fiscal responsibility.” On Economic Diversification: “A lot of Senators raised observations on the fact that in the allocations to the agricultural and mineral resources sectors, the message of economic diversification was not particularly reflected. Those are the areas that we should look into.” On Wastage: "Based on our experiences in the past, we have talked about not playing the blame game. However, the issue of blocking all loopholes and leakages is key. Hence, we must pay attention to the present, to address the potential for leakages in the future.” On the Role of the Legislature: "The Executive has played its role; it is time that we as the legislature do our part.” On Revenue Benchmarks: "The issue of revenue estimates must be gotten right particularly by the Finance and Petroleum Committees. Later in the day, I met with the leadership of the commission, led by the DG/CEO of NIMC, Engr. Aliyu A. Aziz. Saraki who gave the charge when the Chairman of PCC, Chief Emmanuel Ogbile led other National Commissioners and Directors of the agency on a courtesy visit to the Senate in Abuja said the PCC should be restructured in order to be true watchdog on behalf of the people concerning the work and services of public servants. He also urged the Commission to through their work dispel widespread notions that public servants are no more committed to rendering services to the people but only occupy public offices for selfish ends. Saraki, according to a statement by his Chief Press Secretary, Sanni Onogu in Abuja said: "Truly you are really the watchdog of Nigerians to ensure that the public service delivers for Nigerians. If you are performing, then, Nigerians should be satisfied with the public service or have confidence that there is a commission they can go to be able to report what they are not satisfied with. "In most developed countries this kind of agency plays a very key role in the lives of the people and for those in public service the fear of the Public Complaints Commission is the beginning of wisdom and people will be able to perform and deliver. "And generally we would have seen satisfaction on both sides because one of the major concerns in our country today, is that people believe that those in public service really have no commitment or obligation to serve Nigerians. "They believe they are there to serve themselves and if you play your role, whoever finds himself in any of the utility agencies will know that he has a responsibility to Nigerians," he said. The Senate President also called on the Commission to submit any aspect of their Establishment Act hindering their effectiveness for review by the National Assembly. He said: "You must have the capacity to carry out your roles. Therefore, if there are parts of the law that will also strengthen you because you must have the capacity not only to bark but to bite. If you don't have capacity to bite no matter how much publicity or public fora you organize, people will not take you seriously. "But if you have the capacity to both bark and bite, it will be the beginning of your delivering on your mandate. Again, some of the things we want to change in our society is this kind of issue when we talk about governance and accountability - governance and accountability starts from the approach and services of the public servants, so I am very prepared to support you," he stated. Earlier, the Chairman of the PCC, Chief Emmanuel Ogbile said following the charge of the Senate President during the Commission's visit last year, the Commission has commenced restructuring of the agency to make it more focussed on its mandate of investigation and speedy resolution complaints submitted to it by Nigerians. Ogbile said: "One of such issues is that the Commission is not known. The Commission is not appreciated. The Commission is not trusted. It is not delivering to Nigerians. And recalling that you put us on the line, we have done a number of things aimed at repositions the Commission to deliver on its mandate to Nigerians." END

The Senate President however assured the group that the present administration is serious about its policy on diversification of the economy, while the National Assembly is also reviewing some extant laws to make the country a business-friendly destination. Saraki said: "The message I would like you to leave with is that the policies of the present government is to support businesses like yours in looking towards diversification. We have got to a point as a country that it is clear to us that we can't continue to sustain a mono-product economy and we are clear about that. "What we are trying to do as much as possible is to see how we can diversify and increase the supply side for import substitution and the demand is huge. One of the concerns being raised is whether these policies are going to be consistent. And I say, yes, It will. "One of the things we are trying to do as a National Assembly is also to give our support to ensure that some of these policies are consistent so we don't see flip-flop in policies and also to provide all the incentives that are required to ensure that you will be encouraged to make these kinds of investments. The Senate President said: "For example, in the area of cassava and palm oil - these are investments that I believe are necessary and we are not going to see them happen unless there are investors like yourself that have the muscles to do that and give support to farmers. "I believe that if we can produce cassava for your industry then we can support the farmers and I think that is the way we want to go now," he said. According to the Senate President, both the executive and the legislature are determined to provide the needed political will that will boost investors' confidence in the country. He said: "The important thing is that we have to come to the table to discuss what incentives you require to be able to have the confidence to make those investments and also the confidence to make those investments in the area of agriculture. "I want to assure you that definitely this is a pro-business legislative arm and that we are very keen to see you come to take that lead. We are determined to diversify and reduce our import loads as much as possible," he said. President of Unilever Group (Africa), Mr. Bruno Witvoet, in his response said the organization is ready to double the size of its investments in the country especially in the area of agriculture. He said that Unilever, despite being a legal entity, is basically a Nigerian company with a big part of its capital listed on the Nigerian Stock Exchange (NSE) in Lagos, which he said is not the case in many other countries. Witvoet said: "I think especially in agriculture, you have a fantastic opportunity in Nigeria for sure. I think we can help you in your agenda like we have done for Kenya and Uganda. "The last point is doubling the size of our business and that means that we have to consume more raw materials from the country. So there is a direct link here when we talk about providing employment - maybe in a big factory you may think about 2000 workers but in a tea or cassava plantation you can have more than 20,000 workers," he said.     Today, I had the pleasure of interacting with Patrick Okorie aka Patoranking. I must say, we are proud of what Nigerians are doing in the entertainment, music and the film industry. Over the last few years, our performers have worked hard to put Nigeria out there as a force to be reckoned with in entertainment. Just the other day, I was saying to my own kids that in our time, all we listened to was foreign music. Now, they don't even listen to foreign music anymore, they listen more to local music.
